I think the original idea (from about 10-15 years ago when it was all owned by the Council) was that some commercial developments in the Home Park area could help fund a brand new grandstand. Although this is not an ideal location for commercial development, it could be justified on the basis that there would be public benefits (in the form of funding towards a better stadium for the city). That is why the idea was in Council's Action Plan for the area.
Unfortunately, the planning permission recently granted for a hotel, shops etc. in the area is now separate from club. No money from that development will be used to help fund the stadium improvements.
If the Council had been smarter, I think they might have been able to get some development money to help build a brand new grandstand- corners and all.
