Doesnt look like they've improved the leg room in the upper grandstand by looking at the above link. Am i correct?

How could they? The upper tier hasn't changed. The concrete on which the seats are mounted is the same. The only room for improvement might be if the seat mounts are thinner front-to-back, but that would be marginal.

Probably only in the expensive seats.
