Yes, Exmouth are promoted.
Saltdean United (from Southern Comb) failed the ground grading and therefore will not go up.
The third placed team in that league (Newhaven) who move up for consideration do not have as good a PPG as Exmouth and so Exmouth sneak into the last automatic promotion spot (#10). Newhaven face a play off.
I guess this "spreadsheet" based promotion is provisional and will need to be verified.
