The logical way of dealing with handball is by treating it like any other foul.

If someone tries to play the ball but mistimes it and catches the opposition’s ankle, it’s a foul and a free kick is given. If it is mistimed, then a free kick will suffice, while if there is intent a card is also shown.

In the case of handball, if it hits the hand a free kick should be awarded. If the handball was intended, then a card should also be shown.
