Sounds very similar to Princes Park which Dartford FC have been playing in since 2005:

An eco friendly stadium, out of town but with easy access to the motorway and with 1,700 car parking spaces? How green is that? lol 
Had a trip to Dartford's ground a few years back when Grimsby were playing there (my wife's a Mariners fan). It's a smart stadium although the wooden man in the middle of the stand's a bit weird.Sounds very similar to Princes Park which Dartford FC have been playing in since 2005:

I bet it looks nothing like that when it’s actually finished. Call me old-fashioned but it’s all virtue signalling nonsense - their only claim to any sort of fame is supposedly being the “worlds greenest football club”. Pfft.
When FGR made it to L2, Vince said that they would be in the Championship within 5 years.

Newer CLT tech makes building large wooden structures possibly safer than many other cheap materials that developers have gotten away with using. It can have very slow burn times.
There are now 20 plus storey wooden crosslam timber skyscrapers in Sweden and elsewhere

FGR have been talking about building this ground for at least five years I think. No real progress yet of note.
