Having this as a requirement for the PL (if that is true) is bonkers. When is the last time Plymouth had a frost or snow event that under soil heating would have resolved? It would be a total waste of money
From memory, Bournemouth had to install undersoil heating when they got promoted to the PL. They had to rip up a pitch that was only 1 year old after it was renewed before the start of their promotion season. They argued that they did not need undersoil heating, as they were by the mild south coast, but the PL did not accept the argument.

These days it's the safety of access to the ground that determines whether a game goes ahead in the case of ice and snow !

Not bonkers at all. Sky and TNT pay an absolutely enormous sum of money for the tv rights. It’s not unreasonable to require that a very small percentage of the money that goes to Premier League clubs is spent on making sure that games aren’t called off.
They’d better spend a bit more tying the BPE roof on a bit more tightly in case of wind because I think that’s the last weather related postponement we had!

Seriously, when was the last time we had a home game called off because of a frozen pitch?

Not for a while . There were frost related pitch inspections in December 2022 - the pitch had to be covered and parts of the pitch were heat treated . Under soil heating removes the risk and is a PL requirement both from a TV and PL perspective to ensure the TV game goes ahead and to avoid fixture congestion.

If PA were to be promoted millions would need to be spent on the ground ( as Ipswich are doing ) to satisfy requirements- under soil heating , VAR , improved media facilities etc .

Then if we have aspirations of getting to the premier league in 5-7 or so year's, why are we laying a pitch that has a 10-15 year lifespan only to dig it up to install under soil heating when the plan comes to fruition halfway through it’s lifetime.😉
Im sure the 200m in tv money if we get to the prem will soften the blow of losing a few years out of the pitch. Just try not to think about the environmental impact
