All the clubs have to do is a clause in the players contract that their wages drop if they get relegated. If the clubs are too short sighted to do that then that’s their problem.
The sooner parachute payments are abolished the better.
Do you really believe that players would go to clubs if that was the offer on the table? Some might but most wouldn’t.

Perhaps teams should have a clause in the players contracts along the lines of, if the team gets relegated either the player or the team can cancel the contract. Then teams will not be locked into contracts which cannot be paid for without the help from a parachute payment.
Player contracts are assets. To write off such assets upon relegation would be financial suicide. They might still even have transfer fee instalments to pay. Not many transfer fees are paid up front.

Why would transfer payment instalments stop, even if the player moves on?

Most teams do have clauses where a player can leave if a suitable bid comes in if they’re relegated and a drop in wages clause
