How did you calculate that number?

There are 4 rows of 4 with 1 extra for the ticket office.

From left to right of the units we can see, there are Female toilets 1.5 units, Male toilets 1.5 units, the shop office where the small window is and then the Male and Female Disabled toilets.

Yes, it's all there if you trawl through the planning docs.

I saw that earlier. There have been a couple of extra units go in to fill the gaps this morning too

Possibly supports for the actual roof? Currently the building is going to be very leaky as there is nothing covering the gaps between the 16 different chunks.

Looks to me like rubber strips to fill the gaps to stop any debri/insects/wind/water from ingress.
I assume it will have an actual roof as many examples I have seen do.
