Sorry I think the link below may not work, but some economist style research by Demos and PwC suggests that Plymouth has top spot. Looking at some 51 cities and other combined authorities, the report is looking at trying to identify the areas that local and central Government should focus on to meet citizens needs and expectations. They evaluated existing data, such as from Office of National Statistics, to assess 12 criteria to work out what they refer to as a Good Growths index. Plymouth tops the index primarily because we have high scores across income distribution, work life balance and jobs. My 'A' level Economics is of limited help, but I think this is suggesting that Plymouth is doing very well in terms of GVA (Gross Value Added), and may be a good place to live. Bristol are second and Exeter 6th.
My gripe with the report is that they have a number of case studies of places with good ideas/projects, yet despite coming top I cannot see us featured.
While I am not sure this means that much for us everyday folk, it is nice to see Plymouth top of something.

If the link does not work look for the report Good Growth for Cities from PwC and Demos, September 2024 or some kind soul with better technical abilities can provide the link.
Can anyone think of anything else Plymouth has been top of England/UK wide?
