I was on the Hoe when she left and as there was hardly any wind she had to be towed out past the breakwater by a tug.

Captained by Alan Villiers, I think.

In the video they said Commander Villiers, but i would have thought it should be Captain Villiers.
Commander would have been his rank. Captain his role.

A lieutenant can be given command of a small ship and, on board, would be called Captain as that is his role.
HMS Queen Elizabeth's first Captain was Commodore Jerry Kyd.
