I don't know for sure but recall seeing old photos showing people examining the plans and discussing them. These are most likely to have been the members of the council than your average man in the street.
My parents lived through the war, my mother actually in Plymouth, both preferred the new City centre to what had been there before although there was nostalgia for what had been lost.
