Bouncing them down more than 1 league or expelling would need cooperation from the FA and also the EFL .

Not necessarily. The Premier League rules outlines the behaviour and possible sanctions on a club in that top flight, but (as far as I know) isn't dependent on an agreement with the rest of the football league. There's an assumption that if Citeh were expelled from the PL they'd find a home in the EFL or - worse case scenario - the non league system, but neither is a given, and ultimately really not the Premier League's problem. It would certainly be a headache for the FA to sort out though.

Expulsion from Premier League

End of the season: Man City go into League 2 if EFL clubs allow it.

How it could be done

2 relegated from the Prem
3 go up from the Champ
Usual promotion Champ / League 1
3 go down from League 1
4 go up from League 2

I think that works.

Man City effectively become 4th relegation spot from League 1.

If EFL don't want them, boot them into non-league.

Being reported that UAE officials have warned the the government that the severity of Man City's punishment could undermine their appetite for future grand scale commitments.

That's why I said , they'd need cooperation , but i don't see that the FA is going to allow them to be expelled/ relegated without finding them a home .

What about the year after when they’re promoted up in to League One, it’s a multi-year disruption , especially as they start to inflate prices and wages. I feel this will do more damage to the league overall.

Root them to bottom of the premier league, no chance of winning, players leave and the squad resets over 5 to 10 years. Maybe make stricter PSR/SCR rules for them so they can (supposedly) spend less on players and wages.

I believe they did something similar to Rangers in Scotland a few years back (2012) - although that was due to financial woes not corruption.

Low league clubs and league sponsors (Irn Bru?) had a revenue windfall as they made their way back up.

The punishment could be anything but rather than putting all of the points in one season and relegating or expelling , what might hurt more are multiple points deductions spread over consecutive seasons , transfer bans and big fines . The points deductions would be big enough to mean that they couldn't qualify for Europe , meaning that income would drop and with the transfer ban would mean that the squad over time would weaken .

If sonething like this is to be the case, it has to be done early so that teams in L2 know what they are playing for. Same for the PL relegation slots. It's just one massive mess.
