My best guess would be the below:
He probably wants to move to us. Currently I believe that Wycombe have offered both a better transfer fee and contract.
If he was going to make that move, I can’t see why he’d be on tour with Charlton.
I’m hoping that he’s trying to hold out for a better offer from us.
Most of that is guesswork, but I can’t see why he’d wouldn’t already be a Wycombe player knowing the offers they’ve made.

He's a very good L1 CB who wants to come here. We know how hard it is to get good players here so just make it happen Argyle....

Maybe Mitchell is clear in his own mind that he wants to join Argyle and has been told that depending on the deal the club manages to do to bring a keeper in they will be able to review the financial package they are able to offer him. Maybe he's quite understanding of that situation, and so happy to sit and wait to see how things unfold.
Charlton can't force him to move to another club (permanently or on loan), but if he doesn't move they are left having to pay his wages for another season. He could always return to Argyle on loan, and if he isn't in Charlton's plans, then they are hardly going to refuse to loan him to us and turn down the opportunity to claw back some of the money they will have to pay him in the process.

Another loan wouldn’t make sense for Charlton as he will be a free agent this time next year so they would miss out on a transfer fee so can’t see that happening.

They can either sell with a year remaining on his contract, loan out again with a larger percentage of his wages covered but receive no transfer fee or have him around doing nothing and then footing 100% of his wages for the next 12 months.
It has to be 1 or 2.
I can’t see a loan at all. They have an offer on the table from Wycombe and us.
