Whilst trying to give a framework to build upon, it is also very clear that all proposals are the to 'ratified or amended' by the first board, once selected.

I too see the core role of the PASB as you have described within your last paragraph.

First time I've seen this - perhaps it should also be available on the club website.

Pity they've used the NWO logo.

It seems consistent with our meetings and individual/group submissions.

David, you have a valid point, there should be a section on the Offficial website solely for the PASB to remove the need for guesswork and to explain what the PASB is for.
